It’s critical to understand that if your residence card has expired or if you are out of Japan for more than 12 months, generally you will not be allowed back into Japan, even if you are a permanent resident.

What is re-entry permit?

A re-entry permit is necessary for foreign nationals holding any type of Japanese visa who intend to leave Japan temporarily and then return. Without this permit, you risk losing your current visa and the period of stay it grants. There are two types of re-entry permits:

  • Single-entry Permit: Valid for one-time use only.
  • Multiple-entry Permit: Valid for multiple entries.

What is a special re-entry permit (‘Minashi’ re-entry permit)

Special re-entry permit typically applies to mid-to-long-term residents returning to Japan within one year from their departure (or before the visa’s expiration if it occurs sooner) and who continue the same activity in Japan after returning. However, it is not available to those:

  • With a visa period of “3 months or less”
  • Holding a short-term visitor visa
  • Undergoing status revocation procedures
  • Subject to departure confirmation reservation
  • Issued a detention order
  • Residing under “designated activities” applying for refugee status
  • Certified by the Minister of Justice as posing a risk to Japan’s interests or public safety

Even if you are granted a special re-entry permit, it’s crucial to follow proper departure procedures.

Re-entering Japan with a Special Re-entry Permit

To re-enter Japan using a special re-entry permit, ensure you:

  • Have a valid passport and residence card (don’t forget to renew if it expires soon!)
  • Inform the immigration inspector of your intention to return using the special re-entry permit
  • On the ‘Disembarkation Card for Foreigners’, indicate that your departure is temporary
  • Return within one year or before your visa expires

Required Documents:

  • Application for re-entry permission
  • Passport (the re-entry permit will be stamped into the passport
  • Residence card
  • Revenue stamp:
    • 3,000 yen for a one-time re-entry permit
    • 6,000 yen for a multiple re-entry permit
